<br /> <br />SITE DESCRIPTION <br />(a) Description of the vegetation and soil characteristics <br />EXIiIBIT "B" <br />Attached is a description of the Schamber-Razor Complex, 8 to 50 percent slopes from the Soil <br />Survey of El Paso County Area prepared by the Soil Conservation Service in cooperation with the <br />Colorado Agricultural Experimental Station. <br />The site was previously mined with the top lifr being removed during the construction of Hwy 83. <br />During the interim period, some natural revegeta[ion has been established consisting of brome grass <br />and western wheatgrass, plus various weeds and thistles. A minimal quality topsoil or growth media <br />with some humus has developed, which supports the limited revegetation. <br />(b) Permanent man-made structures within 200 feet of the affected land. <br />The mining area has been specificall}' designed to clintinatc any affect ott than-made structures <br />• within 200 feet of the affected land. However, there is an existing Stratmoor Hills Metro Disstrict <br />water line crossing a portion of the pit azea. The required notarized agreement between the applicant <br />and the persons having an interest in the structure, has been executed and is supplied in Exhibit "L" <br />as required. The agreement provides, among other things, that there will be a 25' setback on each <br />side of the pipe centerline and the backslopes will be finished 3H:1 V. <br />(c) Water resources in the area of the proposed operation. <br />There are no water resources in the area to be affected by this operation, such as streams, lakes, <br />s[ockvvater ponds, ditches, reservoirs and aquifers, which would receive drainage directly from the <br />affected azea. As part of the Development Plan for the subject, the applicant has prepared an overlot <br />grading plan with erosion control plan to eliminate any affect on adjacent water resources. <br />(d) Wildlife Statement <br />The regulations state that a DOW statement is not required for this type operation. Wildlife impacts <br />should be minimal to non-existent. The subject is adjacent to the City of Colorado Springs with <br />various stages of development surrounding it. The Soil Survey report states "These soils are poorly <br />suited to wildlife habitat." In somewhat similar situations where DOW comments have been <br />received the affect on wildlife has been defined as "None, given the ultimate use of the property." <br /> <br />
