i•, <br />Introduction <br />CHAPTER 25 <br />BONDING <br />The purpose of this chapter is to provide a reclamation cost estimate, with supporting documentation, <br />for determination of a reclamation performance bond for lands disturbed at Seneca's Yoast Mine. This <br />document will provide information regarding all disturbed lands within the proposed permit boundary. <br />The amount of bond required was developed assuming that the bond would be forfeited at a time <br />when reclamation liabilities are highest within the five-year permit term 12000-20051. This condition is <br />most likely to occur at the stage in the mining sequence when the area from which topsoil has been <br />removed is largest and the volume of material to backfill the open pit areas is greatest. This usually <br />occurs when the pit lengths are the longest and the overburden is the thickest. <br />It was determined from Exhibit 12-1, Operations Plan -Mining and Exhibit 19-1 A, Backfilling and <br />Grading Plan (submitted in TR-251 that the highest liability, or worst case, would occur in the Year <br />2004. The following table (Table 25-1) depicts the "worst case" with regard to open pits and <br />disturbed acres. This determination was based on pit length, pit location, and disturbance ahead and <br />behind active mining. The appropriate worksheets in Attachment 25-1 will be updated following <br />calculation by the Division and review by SCC. <br />The calculations, costs, and backup documentation for all disturbed lands and facilities are generally <br />located in the following attachments: <br />Attachment 25-1 Bond cost Spreadsheets <br />Attachment 25-2 FPC Sheets <br />2004 "Worst Case" Year Disturbance <br />Included in this category are the tour spoil piles, open p'rt, areas ahead of mining that have been <br />stripped of topsoil, ramps, and miscellaneous disturbance areas in and around the open pit. Estimated <br />costs to reclaim the disturbed area come under the headings of: <br />a) Drill and shoot highwall <br />. b) Doze highwall material <br />~ c) Doze adjacent spoil <br />d) Doze back three spoils <br />TR-25 1 Revised 09/04 <br />
