West Elk Mine <br />. Petroleum products are stored for ongoing operations and maintenance usage. Recyclables <br />aze collected and transported off-site and hazazdous waste is also transported off-site. See the Spill <br />Prevention, Control and Countermeasure Plan in Exhibit 8 for more detailed information <br />regarding the fuel storage area containment. The bulk fuel storage azea also includes a heated, <br />enclosed storage bay for a total storage area of approximately 3,500 square feet. To the west of <br />the heated, enclosed bay is the hydraulic components storage building. This 450 square <br />foot, steel structure provides containment and cover for hydraulic components, motors, etc. being <br />stored prior to return to vendors. An as-built construction description is provided in Exhibit 68. <br />OiUWater Separation Svstem <br />The oiUwater separation system consists of an oil skimming pit and an oiUwater separator. The <br />skimming pit is contained in the shop building, receiving water from wash down bays and the shop. <br />An oil skimmer unit is installed in the skimmer pit and removes the bulk of the oil which may <br />accumulate on the water. Overflow from the pit is routed to the oiUwater sepazator. The oiUwater <br />separator is a 500-gallon capacity two-celled unit of reinforced concrete. It is rectangulaz shaped, <br />approximately five feet wide, seven feet long and 5.5 feet deep. In short, the inlet cell receives <br />dischazge from the skimmer room and drains in the fuel, lubricant and barrel storage azeas. The <br />inlet cell of the tank is initially filled with water above the diaphragm separating it from the second <br />baffled cell, so that inflows will rise above the level of the diaphragm between the baffled cells. Oil <br />will float above this elevation, and clean water will be allowed to settle in the first cell, and <br />manholes are available for clean-outs and inspection in both baffled areas. <br />Bulk Rockdust Bin and Compressor Bui[dina <br />MCC utilizes a bulk rockdust storage and distribution system at West Elk Mine. The bulk rockdust <br />bin has a capacity of approximately 142 tons. The compressor, distribution tank and controls aze <br />contained in a 416 square foot building at the base of the bulk storage bin. An as-built construction <br />description is provided in Exhibit 68. <br />{rater Treatment Svstem <br />A water treatment plant at the mine site provides potable water for the operation. The Cutligan <br />Multi-Tech 48 water treatment system can treat water at the rate of 62 gpm. Thus, maximum <br />capacity is about 89,280 gallons of treated water per day, The water treatment plant is operated as <br />required by state regulations and under the jurisdiction of the Colorado Department of Public <br />Health and Environment (CDPHE), An as-built construction description of the building housing <br />this system is provided in Exhibit 68. MCC has the capability to expand the water treatment plant, <br />if needed. Capacity can be readily expanded by adding additional components should the need ever <br />arise due to increased needs at the mine. <br />Demand for water at the mine is expected to increase in the future, With the expected 8.2 <br />million tons (plus) per yeaz production at West Elk Mine, MCC conservatively estimates that as <br />much as 300 acre feet per yeaz but a likely maximum of 150 acre feet per year (based on 250 <br />work days) of fresh water will be required. Prior to installation of the longwall, annual coal <br />• production was 600,000 tons per yeaz. At this rate, water needs were about 65 acre-feet per yeaz. <br />1.05-19 Revised June 2005 PRIO; Rev.
