• The monitoring sites will consist of shallow wells drilled and cased <br />through the alluvium for ground water level measurement and sampling; <br />neutron probe access tubes installed in the soil for geophysical soil <br />moisture measurement; stream gaging and sampling sites; and staff <br />gauges for measurement of stream stage. The schedule of monitoring <br />will be as prescribed under Rule 2.05.6(3). The facilities will be <br />visited monthly during high flow in the spring and quarterly at other <br />times for the duration of the operations and reclamation period. <br />Hydrologic data from the monitor sites will be coordinated with <br />stream-flow and water quality monitoring performed at gaging stations <br />upstream and downstream from the proposed permit area. <br />Hydrologic data over the past water-year and agricultural production <br />data over the past growing season will be reported annually to the <br />regulatory agency on or before January 15 of the following year. <br />Reporting will continue throughout the bonding period. <br />• (5) (a) No permit or permit revision application for surface coal <br />mining and reclamation operations shall be approved by the Division or <br />Board unless the application demonstrates and the Division or Board finds <br />in writing, on the basis of information set forth in the application, that: <br />(i) (A) The proposed surface coal mining operations would <br />(I) Not interrupt, discontinue, or preclude <br />farming on an alluvial vallev floor, unless the oremining land use has been <br />undeveloped range which is not significant to farming on the alluvial <br />valley floor, or unless the Board finds upon the request of the applicant <br />that the area of an affected alluvial valley floor is small and provides, <br />or may provide, negligible support for production of one or more farms; or: <br />(II) Not materially damage the quantity or <br />quality of water in surface or ground water systems that supply those <br />alluvial valley floor described in 2.06.8(5)(a)(i)(A) above. <br />• <br />2.06-32 <br />
