,\ <br />• for the proposed surface coal mining and reclamation operations, to be used <br />by the Division or Board, together with other relevant information, <br />including an appropriate combination of information required by 2.06.8(3), <br />as a basis for approval or denial of the permit. The complete application <br />shall include detailed surveys and baseline data required by the Division <br />for determination of: <br />The characteristics of the alluvial vallev floor which <br />are necessary to preserve the essential hydrologic functions during and <br />after mining; <br />(ii) The significance of the area to be affected, for <br />~ricultural activities; <br />(iii) Whether the operation will cause, or presents an <br />unacceptable risk of causing, material damage to the quantity or quality of <br />surface or ground waters that supply the alluvial valley floor; <br />• (iv) The effectiveness of proposed reclamation with respect <br />to requirements of the Act and these Rules; and <br />(v) Specific environmental monitoring required to measure <br />compliance with 4.24 during and after mining reclamation operations. <br />(b) Information required under this paragraph shall include an <br />appropriate combination of, but not limited to: <br />(i) Geologic data, including geologic structure, and <br />surficial geologic maps, and geologic cross-sections; <br />(ii) Soils and vegetation data, including a detailed soil <br />survey and chemical and physical analyses of soils, a vegetation map and <br />narrative descriptions of quantitative and qualitative surveys, and land <br />use data, including an evaluation of crop yields; <br />• <br />2.06-21 <br />
