I will address the Adequacy Issues in the order that you presented them. <br />1. We will commit to topsoil stockpile with slopes no steeper than 3H:1 V. <br />2. The illustrated topsoil stockpiles will help serve as a sound and visual barrier on the east side of the <br />process area. Additional topsoil salvaged from the top 15 inches of the ground surface will be <br />stockpiled inside the west and south boundaries of the permitted azea. <br />3. The topsoil salvaged for use in reclamation will be primarily from the top 15 inches of Orchard City <br />Loam. We will salvage all the useful topsoil we can from the entire affected area. The useable topsoil <br />becomes thinner as we approach the south boundary, but there should be enough to replace an average <br />of 6 inches on reclaimed ground. <br />4. Spill containment structures will be needed when there aze diesel tanks on sight for crushing operations <br />and possibly when an asphalt plant is on site for specific jobs. These structures will consist of four foot <br />high walls of clay subsoil surrounding the tanks with sufficient volume to hold the entire contents of <br />whatever size tank is there, with enough additional volume to contain runoff from a major storm event. <br />The tanks with containment structures will be located in the process azea neaz the equipment they serve. <br />The exact location will vary as the portable equipment is relocated from time to time for more efficient <br />use as mining progresses. <br />5. We will leave a minimum of I foot of permeable gravel in place and will not excavated into the Mancos <br />Shale except as needed for the wash plant settling ponds. We will not discharge water from the settling <br />ponds or use recycled water for dust control. <br />6. Stormwater will be collected in a ditch at the base of the high wall and along the eastern berm and <br />directed to a small catch basin in the southeast corner of the process area where it can settle out sediment <br />and then be discharged to the existing drainage after filtering through straw bales. <br />P.O.
