Revegetation, including broadcast or hydroseeding, fertilizing and <br />mulching would require an additional month. Excessive soil moisture and <br />snow cover would affect the timing of reclamation. Also see sheet 9 of the west portals design in Volume 6B. <br />All fills will be placed on ground that is completely cleared of vegetation and <br />root growth. Fill material will be placed in horizontal lifts, adjusted to a <br />moisture content at or above optimum moisture and compacted to at least <br />90% of the maximum standard Proctor density. Compaction will be tested <br />by an independent laboratory and results will be made available to the DMG. <br />The operator requested and received a variance from approximate original <br />contour restoration requirements for the east mine, including the areas of the <br />proposed rock slopes portals and fills, to enhance the postmining land use <br />of rangeland. The access road system will provide greater economic <br />opportunities from improved grazing and public access. <br />No significant change in the final reclaimed configuration of the east mine is <br />proposed for the rock slopes, though backfilling of the existing portal and <br />parking lot levels to the approximate approved configuration would be <br />completed during construction of the proposed rock slope portals and <br />entries. A drainage ditch on the parking lot fill would be relocated to drain <br />to the southeast end of the fill rather than generally over the fill outslope to <br />the crushing and screening level below.
