<br />52.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES -- <br />• MINIMUM REQUIREMENTS FOR OPERATION AND RECLI~*IATION PLANS. <br />2.05.4 Reclamation Plan. <br />(2) (g) (Cont'd.) <br />holes will be sealed after they are no longer used as <br />ground water monitoring wells. <br />As illustrated in Figure 2.05.6 in the Final Abandon- <br />ment Appendix, Volinne 6A, the existing portals and pro- <br />posed rock slope portals would be permanently sealed by <br />constructing a temporary wall inbv [he portal openings, <br />then filling [he portals with incombustible material <br />for a distance of 25 feet or more into the portal open- <br />ings, per 30 CFR, Part 75.1711-2 of the Mine Safety 6 <br />Health Administration regulations. <br />To control leakage of oxygen and other gases through <br />seals constructed to block the fire damaged areas of <br />the existing Orchard Valley 2!ine from .the proposed re- <br />habilitated mine, a concrete or steel pipe approximate- <br />ly 24-inches in diameter would be installed through the <br />intake portal seal and extended through the rock fill <br />• to the ground surface (see "Sap 6A-9). Air movement <br />through the pipe and into the sealed mine could be con- <br />trolled by regulating valves_ The existing steel tun- <br />nel liner and concrete portal structure would remain <br />and would be backfilled prier [o covering [he portals <br />with the rock fill. Upon final abandonment and recla- <br />mation of [he Orchard Valley Mine, the pipe exposed on <br />the surface would be remored. 'ltie pipe would be <br />plugged with gravel, soil and/or concrete (see Map <br />6A-8). <br />(h) Colorado Westmoreland Inc, mining operations are predi- <br />cated on the philosophy [hat coal may be mined without <br />degrading [he environment. For [his reason, Section <br />2.05.6(3) Reclamation Plan - Protection of Hydrologic <br />Balance, and Section 2.05.6(1) - Air Pollution Control <br />Plan, within this applicatio~+, are strictly followed to <br />ensure that the requirements of the Clean Air Ac[, the <br />Clean Water Act, and Colorado Slate requirements are <br />met. Colorado Westmoreland has all necessary air and <br />water quality permits and cen[inues a comprehensive <br />monitoring and evaluation program described within the <br />above sections.
