The intent of my letter and Report submittal to the depart- <br />ment offices in Denver was threefold: first, to complete their files; second, <br />to request their review of the application on the basis of the legal implications <br />of the '.'Easement" and procedure used in other similar situations; and third, to <br />make suggestions as to how to resolve this matter. <br />Mr. Todd, at the Weld County Planning Commission on January 15, 1980, stated that <br />any matters pertaining to interpretation, changing or supplementing the "Easement" <br />would have to be presented to the Board of the Division of Wildlife and therefore, <br />my attempt was to investigate this procedure. <br />Thank you for your continued review and consideration of this matter. <br />Respectfully, <br />McRa & Short, Inc. <br />Gerald B.
