X, Soil Resources - Rules 2.04,9, 2.05.3(5), 2,05.4(2)(d) and 4,06 <br />• Section 2.04.9, 2,05,3, 2,05.4 (Yolume I), Appendix F (Volume III), and <br />Appendix L (Volume V) of the application contain the information pertinent to <br />these requirements. Review of these materials and correspondence with the <br />applicant satisfied all problems identified, <br />The applicant contended that 17.2" of topsoil will be available for <br />reclamation. During a field inspection on September 3, 1986, Mr. Robert <br />Liddle of MLRD dug 15 holes in newly topsoiled areas and found topsoil depths <br />ranging from 12-29 inches and averaging 21,6 inches. Topsoiling depths <br />appeared to be adequate. <br />In 1986, topsoiling operations replaced soil over all of the newly backfitled <br />pit, with the exception of an access road. This exceeded pro,)ections in early <br />August which indicated that 45 acres would require topsoiling in 1987. <br />Topsoil piles A b C have the remaining stockpile which will be used to reclaim <br />the 24.5 acres at the shop/office area. <br />The operation is in compliance with the requirements of this section, <br />XI. Vegetation - Rules 2.04.10, 2.05.4(2)(e) and 4.15 <br />Section 2.04,10 (Volume I), Appendix G (Volume III), and Appendix M (Volume V) <br />were reviewed for compliance with the Rules and Regulations. <br />• Vegetation-related issues during the previous permit term included the <br />successful resolution of two stipulations concerned with revegetation success <br />criteria, development of a monitoring plan to evaluate revegetation success <br />and a change in the seed mixture to improve species diversity at the mine <br />site. A woody plant density standard of 1000 stems/acre was set June 28, <br />1983. A plan for evaluating species diversity was submitted March 25, 1982. <br />These two issues can be found in the permit in Section 4,15.8. Cropland <br />preduction statistics in areas adjacent to the loadout were submitted in <br />March, 1985, to satisfy Rule 4.15.9. A plan for monitoring revegetation <br />success was proposed during the mid-term review in March, 1985, to meet the <br />requirements of 4,15.7. On January 16, 1986, a minor revision was submitted <br />to change the seed-mixture at the mine site to improve species diversity. <br />The operation is in compliance with the requirements of this section. <br />XI I. Fish and Wildlife - Rules 2.04,11, 2,05.6(2) and 4,18 <br />The fish and wildlife resources information is included in Section 2,04,11 <br />(Yolume I), Appendix H (Yolume IV), and Appendix M (Volume (V) of the permit. <br />Pursuant to Rule 2.07,6(2)(n) and on the basis of available information, the <br />Dl vision finds that the proposed activities will not affect the continued <br />existence of endangered or threatened species or result in the destruction or <br />adverse modification of their critical habitats. <br />• The operation is in compliance with the requirements of this section, <br />-28- <br />
