EXHIBIT J----PROOF OF MAILING NOTICES TO COUNTY COMMISSIONERS <br />AND SOIL CONSERVATION DISTRICT. <br />On March 13, 01 I personally hand delivered to Mr. Fred Miller <br />the President of the Montrose Soil Conservation District's Office <br />the Notice of Filing Application for Colorado Mined Land <br />Reclamation Permit for Construction Materials Limited Impact <br />(110) Operation. Mr. Fred Miller signed this document and dated <br />it. Enclosed is a copy of this form. <br />On June 4, 01 I personally hand delived the Notice of Filing <br />Application for Colorado Mined Land Reclamation Permit for <br />Construction Materials Limited Impact (110) Operation. I had <br />the receptionist again stamp my copy that had been received <br />on May 15, 2000 as well as June 4, 2001. They have a copy of <br />this form in their office as well. <br />Enclosed is the Affidavit of Publication from Forum <br />Newspapers,Inc. This publication ran May 14, 01. <br />There are no owners of record of surface land that are within <br />200 feet of the affected area, so therefore, no notice has needed <br />to be sent. <br />
