Date (if no to stamp): /0 03 <br />RE: Nissen Farm Resource, a proposed gravel mine northwest of Kersey <br />Deaz Tom: <br />This letter is to voice my concern, along with others from our community in regards to <br />the possible negative impact the above project may have on the ground water and wells in <br />our area. <br />In examining the documents prepared by the Hall-Irwin Corporation, the presumption <br />is always made that the planned slurry-wall will function perfectly, preventing any <br />adverse effects to the ground water or the numerous wells, both domestic and <br />agricultural. <br />I realize that the current drought conditions have created an atmosphere bordering on <br />panic on the subject of water storage and distribution. However, such concerns should <br />not result in hasty or incomplete study of potential repercussions if the sluny wall should <br />fail or function at a lessthan optimal level. Any pumping of seeped ground water into <br />the mine basin will affect the water table to some extent. Large amounts of such seepage <br />could cause far-reaching and perhaps complex reactions. <br />Study of similaz situations in which property owners experienced domestic and <br />irrigation well failures indicate culpability is difficult if not impossible to assign to the <br />gravel mining operations-particularly if a drought can be blamed for drying up the local <br />wells. In such cases properly owners can be left with little or no recourse to reclaim their <br />lost water. (Refer to: _ <br />www.mckvmountainbullfiorn.com/Archives/November%202002/pitfalls 1102.htm1). <br />It has also been brought to our attention that Hall-Irwin's history is not entirely <br />blemish-free, as is indicated by the 1999 EPA action against the corporation for violation <br />of the Federal Clean Water Act. <br />Please review their application carefully and take special precautions to protect the <br />water of the community surrounding this proposed project, <br />Sincerely, <br />.~ ~~~ <br />Randy Wolf <br />
