on surface indications; but subsurface testing is often
needed for final and accurate determination. For sites
encountered during project activities, no subsurface
probing or testing will be done unless the site is in
danger of being impacted.
b. For site management, methods in addition to NRHP criteria
will be used to evaluate site significance. These include
but are not limited to: regional contexts; availability
of similar resources; potential for socio-cultural use,
current scientific use, management use, conservation for
future use, potential scientific use, data needs, public
use, and no use (discharged); as well as needs for in-
place preservation through time. Uses are defined in BLM
Manual 8100 and 8110.2. Systems for evaluating relative
site significance can be found within the Class I Inven-
tory overview document: The Archaeology of Southwestern
Colorado or the Colorado State Regional Context for
Southwest and Central Colorado.
As Class III inventories are completed and CRMPs devel-
oped, significant sites will be evaluated and prioritized
using the above criteria. Site boundaries will be based
primarily on surface indications. For some sites, testing
may be needed; but decisions about the need for testing
will be made on a case-by-case basis.
Site significance is defined as the "relative importance
of a cultural resource as determined by its socio-cultural
or scientific value." Guidelines used to decide or dis-
cover relative importance are based on current research
questions and are provided in BLM Manual 8110.2 and 36 CFR
60.
3. Management
All activity on public land will comply with cultural resource
legislation and regulations. To reduce impacts to significant
cultural resources and their setting as defined by 36 CFR 60,
66, and 800, [he fallowing policies will be employed.
a. Cultural resource emphasis areas with canyons listed in
the San Juan-San Miguel RP1P will be managed according to
Class II Visual Management standards. In other canyon
areas throughout the ACEC permanent or long-term audio and
visual intrusions will be discouraged (e.g. prevention of
rim cutting, regulation of access placement, stringent
reclamation, use of muffled generators, etc.).

3
