PARTi
Page No. S
Permit No. COG-850000
B. EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
1. Effluent Limitations •
b. Post-Mining Outfalls
Post-mining limitations may apply to outfalls serving surface areas, which have been returned [o the requtred contour and on which
revegetation (specifically, seeding or planting) work has commenced. The pt:rmittee may request consideration for change from
active mining limitations to post-mining limitations when these conditions have been met.
POST-MINING PRIMARY LIMITATIONS
- _ _ ='~Paretaeter . .
Flow, MGD
'Settleable Solids, mill
pH, s.u.
Oil and Grease, mg/1
Total Dissolved Sotids, mg/l••
Total Phosphorus (as P), mg/1•••
- •-+,~F' S+ a-3}:v F r~k#s+,~r tiT!".~:5~ c-r..~ v .,•y Y::?ti T
.._.._ ..~..`ii.z,.,~~:uxi'1kar~_,~.:;~e.~~ ` tahO~.k ~az._r'~....... ,
Report
0.5
6.5-9.0
10
Report
Report
POST-MRJING ALTERNATE LIMITATIONS
Any discharge or increase in the volume of a discharge caused by precipitation within any 24-hour period 1:reater than the 10-veaz.
24-hour precipitation event (or snowrnelt of equivalent volume) may comply with the following limitations -- subject ro burden of
proof requirements described in Part I.B.I.d).
_ +Parameter ~ ~~~Mt;.,='~~
~`~=r`"~i~E's :=•;.~ti4n
+3" '*~ `'
Flow, MGD ~ _
.,.
Report
'Settleable Solids, mill - Report
pH, s.u. 6.5-9.0

Oil and Grease, mg/l •
10
Total Dissolved Solids, mg/1•• Report
Total Phosphorus (as P), mg/1••• Report
•If dischazge is to land, TSS and settlnble solids monitoring is waved. General Limitations -Active and Post-Minine Ou[falls
1) There shall be no discharge of sanitary wastewaters from toilets or related facilities.
2) There shall be no dischazge of floating solids or visible foam is other than trace amounts.
3) There shall be no land application of wastewater other than for dust control.
4) No chemicals shall be added to the discharge unless the Division grams specific approval
d. Burden of Proof Reauuements
The pemtittee has the burden of proof when requesting relief from total suspended solids (TSS), total iron, total manganese, and/or
settleable solids limitations. Relief shall be granted only when necessary and shall not be granted when the pemrittee has control
over the discharge. The permittee should endeavor to meet the primary limitations whenever possible. The Division shall have final
authority in determining whether relief is granted.
1) For rainfall to waive TSS, total 'trop, and total manganese limitations, it is necessary to demonstrate that dischazge occurred
within 48 hours after measurable precipitation has stopped. To waive settleable solids limitations, it is necessary to prove that
dischazge occurred within 48 hours after precipitation greater than the 10-yeaz, 24-hour event has stopped.
2) For snowmelt, to waive TSS, total iron, and total manganese limitations, it is necessary to demonstrate that discharge occurred
within 48 hours after pond inflow has stopped. To waive settleable solids limitations, it is necessary to prove [hat discharge
occtured within 48 hours after pond inflow volume greater than the 10-yeaz, 24-hour event has stopped.
The Division shall determine the adequacy of proof. As part of this determination, the Division shall evaluate whether the permi~
could have controlled the discharge in such a manner that primary limitations could have been met. All manual dewatering ofpo
that aze equipped with automatic dewatering systems must meet TSS, total iron, and total manganese limitations. If a pond has only
manual dewatering capability, relief is available only to the extent required to regain necessary stability and capacity.
Part I.C. for Defutitions
