Monitorine Reouirements (continued) <br />Oi] and Grease - In the event that an oil sheen or floating oil is observed, a grab sample shall be col]ected, analyzed, and reported on th~ <br />appropriate DMR. In addition, corrective action shall be taken immediately to mitigate the dischazge of oil and grease. A description of <br />the corrective action taken should be included with the DMR <br />Total Dissolved Solids (TDS) monitoring is required only for discharges to the Colorado River Basin. See specific facility certification <br />rationale to determine whether TDS monitoring is required. <br />Total phosphonrs (as P) monitoring is required for facilities which dischazge into ilte following drainage basins: Cherry Creek basin, <br />Cha[field Reservov basin (i.e. upstream of the USGS gage at Waterton and on Plum Creek), Dillon Reservoir basin (i.e. Ten Milc Creek <br />Snake River, Blue River, all tributaries [o the Dillon reservoir), and Bear Creek basin. The Division also reserves the right to include <br />phosphorus monitoring for any receiving waters that may later enter into phosphonu monitoring requirements. Ifphosphorus monitoring <br />is a requirement of the permit then it shall be included within the terms and conditions of the individual Certification Rationale of the <br />permit. Additional monitoring for phosphorus shall be included on the (DMR) and shall be subject to the permit's monitoring and <br />reporting requirements. Phosphorus sampling shall be on a quarterly basis, taken as a grab sample. <br />DEFRJITIONS OF TERMS <br />1. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures provides <br />measurements. <br />2. "Daily Maximum limitation" means the limitation for this parameter shall be applied as an instantaneous maximum (or, for pH or DO, <br />instantaneous minimum) value. The instantaneous value is defined as the analytical result ofany individual sample. DMR's shall include <br />the maximum (and/or minimum) of all instantaneous values within the calendaz month. Any instantaneous value beyond the noted daily <br />maximum limitation for the indicated pazameter shall be considered a violation of this permit. <br />3. "Grab" sample, is a single "dip and take" sample so as to be representative of the parameter being monitored. <br />4. "In-situ" measurement is defined as a single reading, observation or measurement taken in the field at the point of discharge. • <br />5. "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing monitoring facilities. <br />6. "New source" is generally defined as a coal mine (or major alteration to a coal mine) the constmc[ion of which commenced after May 4, <br />1984. See 40 CFR 434.11(j) for the complete definition. <br />7. "Quarterly measurement frequency" means samples maybe collected at any time during the calendar quarter if a continual discharge <br />occurs. If the dischazge is intermittent, then samples shall be collected during the period that discharge occurs. <br />8. "Settleable solids analytical procedure" is contained in 40 CFR 434.64. The method detection limit for measuring settleable solids turder <br />this part shall be 0.4 ml/1. <br />9. "Thirty (30) day average" means the arithmetic mean of all samples collected during athirty-consecutive-day period. The pemvttee shall <br />report the appropriate mean of all self-monitoring sample data collected during the calendaz month on the Dischazge Monitoring Reports. <br />Samples shall not be used for more than one reporting period. - <br />10. "Total Metals" means the concentration of metals detemtined in an unfiltered sample following vigorous digestion (Section 4.1.3), or the <br />sum of the concentrations of metals in both the dissolved and suspended fractions, as described in Manual of Methods for Chemical <br />Analysis of Water and Wastes. U.S. Environmental Protection Agency, Match 1979, or its equivalent <br />11. "Visual" observation is observing the discharge to check for the presence of a visible sheen or floating oil. <br />12. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in - ' ' <br />25-8-101 et al. <br />Additional relevant definitions are found in the Colorado Water Quality Control Act, CRS §§ 25-8-101 et sec ..., the Colorado Dischazee <br />Perndt System Re¢ulations, (Regulation 61 - 5 CCR 1002-61) and other applicable regulations. • <br />
