<br />Mined Land Rclamation <br />15 December 1978 <br />Page - 2- <br />for many, many years, long before any one thought <br />of the necessity of policing them, and even now <br />the operation needs no inspections becaue;e as ex' <br />plained to you in my letter, the hill be flat when <br />and if ever, the gravel operation ceases. Where <br />does the operation begin and where does it end. <br />An easy way to explain this is to state that since <br />this is an old operation, the area being mined is <br />comparatively flat, so, you start in the middle of <br />this truncated hill, and work around the hill so <br />that it is almost flat at all times. It is like <br />a little boy eating away at an ice cream cone. <br />As above mentioned, photo maps of the Jolly area <br />were sent to you by me, and they were secured from <br />Soil Conservation Service. Any person who has ever <br />seen a photo map can clearly see the roads on the <br />map. I clearly showed where the operation was be- <br />ing conducted. <br />You asked for strip maps. When the application was <br />filed, I sent in maps in triplicate. You asked for <br />the same information again. And, I sent new strip <br />map to you. All showed adjoining neighbors and ap- <br />proximate linear distances. The Jolly pit sits <br />into very large acreage, far from any neigbor, and <br />very far from any settled community or homes in the <br />area. Boundaries. The strip map, it being a sketch <br />of the land involved, not s urveyed plat, shows <br />boundary lines. All lands are fenced with a legal <br />barbed wire fence. <br />At the time of the hearing, we shall have photos of <br />ALL properties that have been, and will be mined. <br />I have almost concluded that much of my corres- <br />pondence or the enclosures, have been placed in <br />file thirteen. WE cannot understand why you have <br />asked for the same information twice; and, further, <br />why you keep asking for data and compliance with <br />the demands which have already been met. Correspondence <br />such as is received from your office can destroy a <br />man's peace of mind. It is nothing more than bur- <br />eaucratic harassment. <br />As for the Sand Arroyo application. <br />First, there is enclosed a carbon copy of the af- <br />fidavit that was mailed to your office before. It <br />is signed by Frank Maldonado who owns the land where <br />the pit is located. <br />
