' INTRODUCTION
' Western Slope Carbon's coal waste disposal site is located in Delta County
on privately owned land in the S~, SW~, NFL (Pit No. 6), Section 28, Township
' 14 South, Range 92 West, 6th Principal Meridian. This location is approxi-
mately 2'~ miles east of Hotchkiss, eight miles southwest of Paonia, and nine
' miles northwest of Crawford. The elevation of the disposal site is approxi-
mately 5400 feet.
The Delta County Commissioner designated this portion (Pit No. 6) of the Delta
i County Landfill as a coal waste disposal area for use by Western Slope Carbon
(as agreed upon by Warren Cockroft, the landowner).
Western Slope Carbon has contracted Tony Jenssen Transportation Company of
Delta, Colorado to conduct all phases of the coal waste disposal operation
' including transporting, grading, and burying the coal waste. The estimated
life of Pit No. 6 is 1'i years. Other sites and alternatives are being con-
' sidered by Western Slope Carbon to dispose of the coal waste generated by the
coal washing plant at the Hawk's Nest Mine. A description of the operations
' at the Hawk's Nest Mine can be found in the Hawk's Nest Mine Plan, 1981, on
file at the Colorado Mined Land Reclamation Division Office and the Office of
Surface Mining in Denver, Colorado.
1
Pit No. 6 consists of a retention embankment behind which the coal waste is
' deposited, spread, and compacted in two foot layers. After the coal waste has
been graded to a predetermined elevation, subsoil material is distributed and
' graded to a depth of approximately three feet. The subsoil is scarified before
the topsoil (A and C Horizons, combined) is distributed and compacted to a
' depth of one foot. The final topography will be a terrace-like land form,
crowned in the center to provide the majority of drainage to the north and
south. There will be a very insignificant amount of drainage over the embank-
' ment. The embankment and drainage will be revegetated to lessen the erosion
of the topsoil. The top of the terrace will be utilized for dry land farming
by the landowner.

J
