Any collected water during the filling <br />operation within the active fill area will be collected by sump pumps. <br />1 The final slope ratios will not exceed 20:1 on the reclaimed fill, 2:1 <br />on the embankment, and 1~:1 for permanent cut slopes for the diversion <br />ditch. <br />' TOPSOIL <br />All topsoil will be utilized in the reclamation operations. Topsoil will <br />I be removed, stockpiled (when necessary), and redistributed through soil <br />testing for N,P,6K. Western Slope Carbon's definition of topsoil is plant <br />growth media (both the A and C Horizons combined). <br />Removal: <br />Due to the sparse cover of native vegetation, topsoil and vegetation will <br />be removed together in a single step. A scraper will remove approximately <br />15 inches of topsoil and immediately redistribute it on graded fill. The <br />initial topsoil removed will be stockpiled. <br />Storage: <br />Approximately 2016 cubic yards of topsoil will be stockpiled throughout <br />the life of the disposal area. The only topsoil that will be stockpiled <br />I will be from the initial removal operation. The stockpile will be seeded <br />with rye and mulched with straw to control erosion. Seeding will begin in <br />l spring, 1982. <br />I Redistribution: <br />l All topsoil, except for the initial removal, will be directly hauled from <br />J the topsoil removal operation. After the final backfilling takes place, <br />the stockpiled topsoil will be redistributed. Prior to all redistribution, <br />the fill material will be scarified to promote root penetration. Prior to <br />revegetation, the topsoil will also be scarified. <br />Reconditioning: <br />Available levels of the topsoil nutrients, N,P,SK, will be evaluated using <br />soil tests performed by a qualified laboratory. Timing and rates of appli- <br />l cation will be coordinated with the nutrient requirement of the crop (rye). <br />J The landowner, at this time, prefers manure so Western Slope Carbon will <br />spread the manure as well as fertilize if laboratory results indicate a need. <br />I <br />
