~ West Elk <br />1. INTRODUCTION <br />1.1 Methods of Analysis <br />This review and analysis is made using the Sediment. Erosion, Discharge by Computer Aided Design <br />(SEDCAD+ Version 3) developed by Ms. Pamela J. Schwab of Civil Software Design and Dr. Richard C. <br />Warner, Agricultural Engineering Department, University of Kentucky. The analysis is based on field <br />information provided by Kathy Welt (Environmental and Engineering Supervisor, West Elk Mine, Mountain <br />Coal Company); Cathy Begej, Greystone; and other sources of information as referenced in the documents[ion <br />(primarily from previous SEDCAD+ demonstrations). <br />1.2 Project Description <br />• The project consists of a network of ditches collecting runoff from a number of watersheds. The ditches <br />converge and discharge into Sediment Pond MB-3R. A number of culverts are incorporated into the ditch <br />system. <br />1.2.1 Location <br />The location of the project is indicated on Map 54 -Sediment and Drainage Con[rol Facilities. <br />1.2.2 Configuration <br />The watersheds and ditch network are depicted on Enclosure 1. <br />1.3 Criteria <br />There are specific regulatory criteria for storm size in the design of this drainage system. Temporary ditches <br />need to handle a 2-year 24-hour storm [Rule 4.05.3(2)]. Mountain Coal Company (MCC) has elected to size <br />the ditches for the ]0-year 24-hour storm event. A 0.3 foot of freeboard on ditches for is required by Rule <br />4.05.3(7). Culverts must be sized to handle a 10-year 24-hour storm event [Rule 4.03.2(4)(e)(i)]. <br />2.
