<br />5) A portion of the applicant's statement on page 27 of the application <br />and I quote "the mining is planned to prevent negative impacts on <br />ground and surface water " is speculative at best and without substantive <br />basis since consideration of some crucially important technical issues as <br />touched upon earlier in this discussion have either been ignored or simply <br />not taken into account.True impacts of the mining activity will essentially <br />remain unknown at this juncture until actual mining operations commence <br />and perhaps may never be known given the complete absence of an <br />environmental monitoring plan. A voluntary commitment by the <br />permitee/operator to implement a technically sound self monitoring plan <br />seems essential to favorable consideration of this application and will <br />certainly preclude a dissonant and concerned citizenry from taking their <br />own independent actions in this regard. <br />And finally, please let me state on my own behalf that as a landowner <br />1 am an ardent believer in and protector of landowner rights and will <br />never oppose any landowner activity that does not transgress beyond <br />that landowner's boundaries and does not trespass on the rights of <br />others. However, in this case there are sufficient numbers of disputed <br />issues and uncertainties, which in my opinion challenge and test this <br />premise. As such, it is my belief that there is a necessity here for the <br />gathering and studying of additional information pertinent to this <br />proposed mining operation before a fair and prudent final action <br />can be rendered. <br />I thank you in advance for your thoughtful consideration and analysis <br />of these comments and recommendations.
