<br />EXHIBIT D <br />MINING PLAN AND STAGES <br />Mining Plan. The property known as Lamar East Pit was <br />' purchased in 1948 by Lamar Concrete Products Co. which later <br />became Valco, Inc. It was, in fact, the first pit operated <br />' by this company. Excavation of sand and gravel began in the <br />same year. Current land use is mining and unused river bottom <br />' and floodplain. <br />' Open pit mining was initiated in the southwest portion of <br />the property and progressed to the central part of the area <br />' lying west of the railroad and south of the river (see map Ex- <br />hibit D-1). A gravel plant is located on approximately 4.71 <br />' acres + in the center of this western area. The plant site will <br />' not be excavated. <br />Mining of the remainder of the deposit will be conducted in <br />' nine stages. This staging will serve to minimize surface dis- <br />turbance at any one time. After Stage D is complete in 1978, <br />mining will be conducted in the area east of the railroad.. Ex- <br />' cavation will proceed from east to west starting with Stage 1 <br />and progressing through Stage V Part 1. Stage V Part 2 a.nd Stage <br />V1 will also be excavated from east to west. The mining of these <br />nine stages will create four lakes which will become part of the <br />' reclamation plan (see Exhibit E).
