Eilts, Milner, Colorado; and Grassy <br />Creek Coal Company, Denver, Colorado. (See Map 1 for surface ownership details.) <br />Sun Coal Company's Meadows No. 1 mine was reclaimed in 1983 and 1984 <br />(between August-November 1983 and between April-June of 1984) in accordance with <br />the approved reclamation plan (Technical Revision 02 - Revegetation & Regrading <br />Plan). The mine was reclaimed, after the Board decision approved the design, <br />where the land was designed to be returned to support the landowner's future <br />ranching operation. Prior to mining, the land use was primarily dedicated to <br />support wildlife habitat and grazing. Vegetation on site included a moderate to <br />high concentration of shrubs. Reclamation's primary goal was to emphasize the <br />grazing component of the land use by re-establishing agrass-dominant vegetative <br />community. <br />Post-Mine Topographic Design - Reclaimed Mine Area <br />The post-mine topographic design was based on the requirement to return the <br />disturbed area to approximate original contour. Planning design activities <br />included the use of pre-mine (Map 15) and disturbed mine area base maps (Map 16). <br />Prior to initiating design activities, a geotechnical and geological engineering <br />study was conducted by Ertec in 1981 and Fox Consultants in 1983 and 1984 to <br />ensure backfill grading and final slopes would be potentially stable. <br />Original grading plans, prior to the landowner requesting relatively flat <br />areas be left on the reclaimed surface, called for a final mine backfill slope <br />not to exceed 3:1. Since the landowner requested a topographic modification on <br />the backfilled area, geotechnical studies demonstrated locally steepened por- <br />• tions of the mine backfill slopes could be graded to 2.5:1 without significant <br />- 316 - <br />(Rev. 5/86) <br /> <br />
