<br /> <br />because the surface elevation of a single lake was expected to be higher than the ground on the <br />lower end of the pit. <br />Mining proceeds from the Slough to East Property Line Pit to the West End Pit. Mining of the <br />West End Pit will follow the approach used in previous pits by starting on the western end and <br />mining easterly in a strip and then back west to optimize the location of the in pit crushing and <br />screening facilities and associated stockpiles. The West End Pit is expected to require an <br />intermediate bench in the highwall at the base of the topsoil along the south and portions of the <br />east and west sides of the pit. The intermediate bench is used because the depth of the pit from the <br />crest to the toe of the highwall exceeds thirty feet. As with the other pits, the West End Pit area <br />is expected to fill with water. <br />The last area to be mined is the Dry Creek to Slough Area because it contains the surface <br />facilities. Mining is again expected to start on the west end and go easterly to optimize the <br />location of the in pit crushing and screening facilities. The mined out pit area is expected to fill <br />with water. <br />All mine areas are expected to require dewatering during the life of the pit. Stormwater runoff is <br />expected to be generated only from the immediate mining area into in pit holding ponds to allow <br />settling of solids. Any runoff from upgradient drainage ares will be diverted around the active pits <br />as necessary. <br />Access to the pits is via three existing ranch access drives onto the frontage road. State Highway <br />Access Permit Applications will be made to Colorado Department of Transportation, CDOT, for <br />the pit access points. An application will also be made to CDOT to modify the north end of the <br />Interstate overpass to shorten the haul along the frontage road. <br />A portable scale and associated scale house will be set up adjacent to the pit access points to <br />weigh materials being sold to the general public. These scales will be moved as the pit access <br />points change. When a scale is moved, the azea will be reclaimed per the reclamation plan. <br />The mine plan also contains two areas labeled as future mining on the Snyder property. Roaring <br />Fork Resources has a first right of refusal on these areas in their lease with Snyders. If these areas <br />are mined, it is anticipated that the pits will be mined in a similar cycle as the West Property Line <br />to Horse Fence Area. Mining will start on the western end and proceed in an easterly fashion to <br />optimize the location of the in pit facilities. Access to these pit areas will again be via existing <br />ranch gates that have been improved. Reclamation will be similar to the other pits in that lakes <br />will be formed with cottonwoods, willows and grasses around the edge of the lake. The timing of <br />these future areas is unknown at this time. If they area mined prior to the end of mining in the <br />projected pits, then the project phasing will need to be modified based on the projected mining life <br />of these new pits. Exhibits C-1 and C-2 show the mining area locations and proposed mine <br />phasing. <br />The stratum of interest is the sand and gravel deposits adjacent to the Colorado River. The sand <br />and gravel thickness is expected to range from 10 ft. to 25 ft. The gravel is thinner on the eastern <br />
