• Stormwater Management Plan <br />New Elk Mine <br />Basin Resources is required to develop and implement a Stormwater Management Plan <br />(SWMP) for its New Elk Mine in Las Animas County, Colorado, as a prerequisite to <br />submission of an application for a Stormwater Discharge Permit (metal mining -coal). This <br />is an initial submission, and the NPDES Permit Number is to be assigned. The SWMP <br />requires Basin Resources to coordinate Best Management Practices to reduce or eliminate <br />pollutants reaching state waters from areas not limited by effluent limitations. <br />Included in this plan by reference is Permit No. CO-0000906, Authorization to Discharge <br />Under the Colorado Discharge Permit System, issued by the Colorado Department of <br />Health (expiration date of midnight, May 31, 1996). Application information and MLRD <br />(Mined Lands Reclamation Division, now the Colorado Division of Minerals and Geology) <br />Permit Number C-81-012 are also included in this plan by reference. Except for small area <br />exceptions and some roads included in this Stormwater Management Plan, all activities at <br />the New Elk Mine are addressed by these two issued permits. <br />1. Description of Mining Activities <br />• The New Elk Mine is an inactive underground coal mine. Current surface activities include <br />coal washing and load out (truck and railroad) in support of a nearby mine (the Golden <br />Eagle Mine). <br />The total acreage of the New Elk Mine Permit Area is 4,123 acres. The disturbed area is <br />153 acres. <br />The mine is located 7.2 miles northwest of Weston via Colorado Highway 12. <br />2. Area Subject to Effluent Limitations Guidelines <br />Those portions of the mining site which contribute runoff to areas subject to effluent <br />limitation guidelines contained in 40 CFR subchapter N are in addition to those in Permit <br />No. CO-0000906. There are (all inactive) fifteen small area exemptions (located on Maps <br />Numbers 11 through 14): <br />1. east side of the development coal waste pile. <br />2. pump house. <br />3. topsoil pile No. 2. <br />4. w. portal water tank no. 1, steep slope. <br />5. w. portal water tank no. 1, mild slope. <br />Page 1 of 7 Pages <br />
