Introduction <br />~'• At the request of Powderhorn Coal Company and Colorado <br />Mine Land Reclamation, an intensive cultural resource <br />inventory of a proposed 5-acre impact area for the Roadside <br />Mine in Mesa County, Colorado, was conducted by Carl E. Conner <br />and Rebecca L. Hutchins of Grand River Institute. Grand River <br />Institute currently holds BLM Antiquities Permit No. C-52775. <br />A files search made through the BLM Grand Junction Area Office <br />on 27 August 1993 showed no cultural resources were previously <br />recorded in the study area. Field work was performed the same <br />day, and a total of 5 acres of private lands was inspected. <br />Two historic structures (SME7020 and 5ME7021) were recorded. <br />This work was done to meet requirements of the Surface <br />Mining Control and Reclamation Act of 1977 (30 U.S.C. Sec. <br />1201), the National Historic Preservation Act (NHPA} of 1966 <br />(as amended, 16 U.S.C. 470 et seq.), the National <br />Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4321), <br />Executive Order 11593 (36 F.R. 8921), the Historical and <br />Archaeological Data-Preservation Act (AHPA) of 1974 (16 U.S.C. <br />469), the Federal Land Policy and Management Act of 1976 (43 <br />U.S.C. 1701), the Archaeological Resources Protection Act of <br />1979 (16 U.S.C. a et sea., as amended), and Article 80.1 of <br />the Colorado Revised Statutes. These laws are concerned with <br />the identification, evaluation, and protection of fragile, <br />~~ non-renewable evidences of human activity, occupation and <br />endeavor reflected in districts, sites, structures, artifacts, <br />objects, ruins, works of art, .architecture, and natural <br />features that were of importance in human events. Such <br />resources tend to be localized and highly sensitive to <br />disturbance. <br />Location of Project Area <br />The study area is approximately 4.0 miles north of the <br />town of Palisade. The impact area is located in T. IOS., R. <br />98W., Section 27 SW 1/4, 6th P.M. (Figure 1). <br />Affected Environment <br />The project area lies within the Piceance Basin, a major <br />geologic subdivision of western Colorado. The basin is an <br />elongate structural downwarp of the Colorado Plateau province <br />that apparently began its subsidence approximately 70 million <br />`~ New 2/4/94 <br />
