See the following disctrsston for RrET resang for rltese
outfallr. (Also see Pnrt l..d.4. of the permu )
1) Pt~ose of WET Testing: The Water Quality Control Division has established tke use of LVET testing as
a method jor identifying and controlling toxtc discharges from wastewater treatment facilities. 6VET
testing is being utilized as a means to ensure that there are no discharges of po(Itrtmus "in mnounts.
concentrations or combinations which ore harmftd to the beneficial uses or toxic to lurmans, animals,
plants, or aquatic life" as required by Section 3/. 1l (I) of the Basic Smrtdnrds a[d blerhodoloeies for
Sttr(aee Waters.
2) lnrtrenm Waste Concentration (ILVC): 6Vhere monitoring or limitations for WET ore deemed
appropriate by the Division, chronic instream dilution as represented by the chronic /6VC is critical in
determining whetter acute or chronic conditions sl[al[ apply. For those discharges where rite chronic
fWC is greater than (>) 9. /%, chronic conditions apply, where the IIVC is less titan or equal to (<) 9.I
• acute conditions apply. The chronic flVC is de[erntitted using rite following egttntion:
IWC = /Facility Flow (FF)/(Stream Chronic Low Flow (anmta!) + FFJj X 100%
Flows artd lIVC calculations for outfalls 012, 013. 014, 016, and 017 ore irrelevant jor this
determination because, in addition to the fWC vaGte for determining whether chronic or acute WET
testing requirements ore applicable, dre c/assifiration ojthe receiving stream must be considered.
According to the Colorado Water Oua(ity Control Division Biontortitoring Guidance Donunent dared
July I, 1993, where the receiving water is classifed aquatic life, class 2 without all of the appropriate
agrtalic life nttntenc standards, acute WET resting is required, regardless of di(trtion Since rite
receiving waters jor outfalls 0l2, 013, 014, 016, and 0/7 are Classified as Class 2 Aquatic Life use, btrt
without all ojdte appropriate aquatic life numeric standards, the Division has determined that nc~rte
WET testing is applicable jor rltese outfalls (also see following paragraph). Since segment 12 it
classified this way, rltese five outfalls are subject to acute LVET testing requirements.
3) Aaue WET Limimtions - Outfails 012. 013. 014. 016. and 017: The Division has found that discharges
ojpit ptrmpage. spoils spring water and stmilar sources from cool mines at similar sites hove exhibited
effluent toxicity. .Also, toxicity failures have previously occurred for some of dre discharges at [his
facility. On this basis, the Division believes [here is reasonable po[entini for [he dischmges from
outfalls 013. 0l3, 014, 016, and 0/7 to interfere with aaainment of applicable water quality
classifications or stmtdards. Because of this, rite anete toxxiciry limo has been incorporated mro the
pernrit and becomes effective immediately. TJte permiaee is required ro c'mtduct routine monitoring, the
results of whrch ore to be repored as an LCs~. lJthe LCso - l00 o effluent, the permittee is required to
conduct the uutonmtic cornpliartce schedule us identified in Par[ 1 A.4. c of dre permit.
•
