Zhe Ontario <br />Ministry of the Environrant, Canadi:~n Coast Guard and Environment <br />Canada all have contincency plans in place to deal with spills of <br />oil and hazardous materials. There are also agre=_ments between the <br />3 agencies to provide supmrt to each other at the request of the <br />lead agency. The resa~nsibility for the lead role is divided <br />between IX]E, MOE and CCG. <br />DOE is resa~nsible for spills frm federal facilities and also <br />becores involved when a spill impacts federal oroaerty,. such as <br />Walmle Island in the St. Clair Rive;. <br />b1OE has jurisdiction over all other land based pollution <br />incidents. <br />CCG is the lead agency for :urine spills and in cases where the <br />international boundary is affected. <br />International Spills <br />Annex 9 of the Great Lakes 'Rate: Quality Agreemznt gives the <br />Canadian and U. S. Coast Guards resa~nsibility for the Canada/United <br />States Joint Marine Pollution Contingency Plan Eor Spills of Oil <br />and other t~xious Substances. Mtification procedures are <br />established and members of a Joint F~sponse Tea.^: are identified, to <br />deal with major international spills. <br />Although the Joint Plan has teen u_~d to notify the Canadian and <br />U.S. agencies of major incidents such as the r=cent <br />perchloroethylene spill, it has nrr been necessary to invoke the <br />plan in the Sarnia area. <br />A detailed supplement to the joint plant for the Detroit-St. Clair <br />River System has been prepared to identify local concerns and <br />resources. <br /> <br />
