Monitorine Requirements (continued) • Oil and Grease - In the event that an oil sheen or floating oil is observed, a grab sample shall be collected, analyzed, and reported on the appropriate DMR In addition, corrective action shall be taken immediately to mitigate the dischazge of oil and grease. A description of the corrective action taken should be included with the DMR Total Dissolved Solids (TDS) monitoring is required only for dischazges to the Colorado River Basin. See specific facility certification rationale to determine whether TDS monitoring is required. Total phosphorus (as P) monitoring is required for facilities which dischazge into the following drainage basins: Cherry Creek basin, Chatfield Reservoir basin (i.e. upstream of the USGS gage at Waterton and on Plum Creek), Dillon Reservov basin (i.e. Ten Mile Creek, Snake River, Blue River, all tributaries to the Dillon reservoir), and Beaz Creek basin. The Division also reserves the right to include phosphorus monitoring for any receiving waters that may later enter into phosphorus monitoring requirements. Ifphosphorus monitoring is a requirement of the permit then it shall be included within the temu and conditions of the individual Certification Rationale of the permit. Additional monitoring for phosphorus shall be included on the (DMR) and shall be subject to the permit's monitoring and reporting requirements. Phosphorus sampling shall be on a quarterly basis, taken as a grab samplt. C. DEFINITIONS OF TERMS 1. "Continuous" measuremen; is a measurement obtained from an automatic recording device which continually measures provides measurements. - 2. "Daily Maximum limitation" means the limitation for this parameter shall be applied as an instantaneous maximum (or, for pH or DO, instantaneous minimum) value. The instantaneous value is defined as the analytical result of any individual sample. DMR's shall include the maximum (and/or minimum) of all instantaneous values within the calendar month. Any instantaneous value beyond the noted daily ' maximum limitation for the indicated parameter shall be considered a violation of this permit. 3. "Grab" sample, is a single "dip and take" sample so as to be representative of the pazameter being monitored. 4. "ln-sim" measurement is defimed as a single reading, observation or measurement taken in the field at the point of discltazge. 5. "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing monitoring Facilities. 6. "New source" is generally defined as a coal mine (or major alteration to a coal mine) the constmction of which commenced after May 4, 1984. See 40 CFR 434.11(j) for the complete definition 7. "Quarterly measurement frequency" means samples maybe collected at any time during the calendaz quarter if a continual dischazge occurs. If the dischazge is intetmitten; then samples shall be collected during the period that discharge occurs. 8. "Settleable solids analytical procedure" is contained in 40 CFR 434.64. The method detection limit for measuring settleable solids under this part shall be 0.4 mUl. 9. "Thirty (30) day average" means the arithmetic mean of all samples collected during a tlilrtyconsecutive-dayperiod. The pemrittee shall report the appropriate mean of all self-monitoring sample data collected during the calendaz month on the Discharge Monitoring Reports. Samples shall not be used for more than one reporting period. 10. "Total Metals" means the concentration of metals determined in an unfiltered sample following vigorous digestion (Section 4.1.3), or the sum of the concentrations of metals in both the dissolved and suspended fractions, as desrnbed in Manual of Methods for Chemical Analysis of Water and Wastes. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in 25-8-101 et al.
