'PART
ige No.
PermiC No.
B. EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
• 1. E$luent Limitations
b. Post-Minine Outfalls
Post-mining limitations may apply to outfalls serving surface azeas, which have been retttmed to the required contour and on ~
revegetation (specifically, seeding or planting) work has commenced. The pennittee may request consideration for change
active mining limitations to post-mining limitations when these conditions have been met.
POST-MINING PRIMARY LIMITATIONS
Flow, MGD Report
•Settleable Solids, m]/1 0.5
pH, s.u. 6.5-9.0 . .
Oil and Grease, mg/1 10
Total Dissolved Solids, mg/1•• Report
ota P osp ores as , m ••• Report
POST-MINING ALTERNATE LIMITATIONS
Any dischazge or increase in the volume of a dischazge caused by precipitation within any 24-hour period treater than the 10-year.
24-hour arecipitation event (or snowmelt of equivalent volume) may comply with the following limitations - subject to burden of
proof requuementa descnbed is Part I.B.l.d).
•Settleable Solids, m]/1 Report
pH, s.u. 6.5-9.0
• Oit and Grease, mg/1 10
Total Dissolved Solids, mg/1•• Report
Total Phosphoms (as P), mgA••! Report
•If discharge is to land, TSS and settleable solids monitoring is waved. ••A lies only to drainages within the Colorado River Bssin
•••Applies only to drainages dimUy above Chatfield Reservoir, Cherry Creek Reservov, Dillon Reservov, or Upper Bear Creek
c. General Limitations -Active and Post-Minine Outfalls
1) There shall be no dischazge of sanitary wastewaters from toilets or related facilities.
2) There shall be no dischazge of floating solids or vistble foam in other than trace amounts.
3) There shall be no land application of wastewater other than for dust control.
4) No chemicals shall be added to the dischazge unless the Division grants specific approval
d. Burden of Proof Reauiretnents
The pbmtittee has the burden of proof when requesting relief from total suspended solids (TSS), total iron, total manganese, andlor
settleable solids limitations. Relief shall be granted only when necessary and shall not be granted when the pemrittee has contro'
over the dischazge. The pemaittee should endeavor to meet the primary limitations whenever possble. The Division shall have fins.
authority in determining whether relief is granted.
1) For rainfall, to waive TSS, total iron, and total manganese limitations, it is necessary to demonstrate that dischazge occunec
within 48 hours after measurable precipitation has stopped. To waive settleable solids limitations, it is necessary to prove tha I
dischazge occurred within 48 hours after precipitation greater than the 10-yeaz, 24-hour event has stopped.
2) For snowmelt, to waive TSS, total iron, and total manganese limitations, it is necessary to demonstrate that dischazge occurred
within 48 hours after pond inflow has stopped. To waive settleable solids limitations, it is necessary to prove that dischazge
occurred w:,hin 48 hours after pond inflow volume greater than the 10-yeaz, 24-hoar event has stopped.
The Division shall determine the adequacy ofproof. As part of this determination, the Division shall evaluate whether the pennittee
could have controlled the dischazge in such a manner that primary limitations could have been met. All manual dewatering ofpond:-
that azeequipped with automatic dewatering rystems must meet TSS, total iron, and totalmanganese limitations. If a pond has only I
manual dewatering capability, relief is avat7able only to the extent required to regain necessary stability and capacity.
See Part I.C. for Defutitions
