Residents neaz the st d downstream have already experienced mental anguish as a result of <br />Routt County Commissioner ecision to approve a Special Use Permit that was based on wrong <br />floodplain and floodway informan as presented by the applicant as well as incorrect dewatering <br />information. Not only was their basis ' correct, but also information to the contrary was presented <br />to them but was not reviewe nsidered. It is extremely disturbing and damaging to citizen <br />trust in govetnment that an pplicant can give any information in writing and it is taken as true by <br />County and State officials 'thou[ thorough investigation, particularly when statements to the <br />contrary are presented by citi ns. <br />If the mine is allowed to proceed, we do not believe the applicant has detailed or adequate <br />mitigation techniques to meet the inimum requirements set out by DMG. Mitigation to prevent <br />harm to the riparian habitat en set by a study that is not correct. Therefore, impacts to the <br />hydrological balance will ause negative impacts to water quality and quantity for residents, fish <br />and wildlife <br />Witness: George A.
