I <br />will address each item as you have outlined them in your letter. <br />Exhibit C-Mining Plan (Rule 6.3.3) <br />1. Alamosa County will require the operators of the No. 1 Pit to commit to <br />the following instructions: <br />A. Do not allow crushing or asphalt production on the site without first <br />removing the topsoil to avoid contaminating the top soil. <br />B. Do not allow the soil to be degraded. <br />C. Do not allow the groundwater to become degraded. <br />D. An onsite secure storage unit will be located on the property to store <br />all items that are used in the activities at the site. <br />E. Instructions will be posted onsite for containing all oil and fuel spills <br />for the operators of the site. <br />2. An adequate amount of un-mined material will be left undisturbed to <br />allow maintenance of the slopes as required to maintain a 3: 1 slope. <br />3. Alamosa County, upon final reclamation of the site, will install a new <br />fence to be located on or near the existing property line where the <br />existing fence is to be removed. <br />
