• ten feet below the ground surface to support a cement plug or other media to within three feet of <br />the ground surface. Permanent sealing of holes, wells, etc. completed in aquifers will be sealed <br />using cement or other suitable sealant. The sealant will be placed in the hole from the bottom to <br />within ten feet of the surface. Surface plugs used to complete the permanent sealing of holes, <br />wells, etc. will be selected and used only if the OMLR gives prior approval. All associated surface <br />sites will be reclaimed following the cessation of mining. WFC will submit to the OMLR a proof of <br />compliance report containing pertinent information on permanent sealing of any hole, well, etc. <br />within 60 days of completion of such activities. <br />Ground Water Quantity. The backfilling and grading of spoil materials is accomplished by dozers <br />and trucks (see Section 2.05.4(2)(c), Backfilling and Grading). Procedures outlined in Section <br />2.05.4(2)(c) will insure the eventual resaturation of the disturbed areas (pits) by creating greater <br />porosities and hydraulic conductivities due to increased void volumes. In addition to backfilling <br />methods, topsoiling and reclamation plans outlined in Section 2.05.4(2)(d), Topsoil (Redistribution), <br />and Section 2.05.4(2)(e), Revegetation, will enhance the potential for establishing reclaimed areas <br />that exhibitsimilarinfiltrationratesandrechargecapacitiestopreminingconditions. Reseeding and <br />mulching of redistributed topsoil will augment moisture retention and infiltration rates of the <br />reclaimed areas. Mechanical manipulation ofthe regraded spoil and topsoil (chisel plowing, disking <br />and ripping) will further aid the percolation of soil moisture downward toward the water table. <br />Ground water inflow to the pits will be removed by pumping the water into a sediment pond. Design <br />criteria for sediment pond 007 is presented in Section 2.05.3(3), Mine Facilities. The pond is <br />designed to contain runoff from a 10-year, 24-hour storm event plus additional storage capacity for <br />• water pumped from mine pits. <br />Surface Water Quality. The sediment pond is designed to prevent additional contribution of <br />sediment to stream flow outside the permit area and incorporates detention times sufficient to <br />ensure that all applicable effluent standards will be met. The pond is currently planned to be <br />removed and reclaimed following the completion of mining. <br />Plans for sampling overburden and topsoil to identify potentially deleterious materials have been <br />developed and are outlined in Section 2.05.4(2)(d) Topsoil (Redistribution). As previously <br />mentioned, investigations have determined that no acid or toxic materials will be replaced in the <br />upper four feet of the regraded spoil (Section 2.04.6, Geology Description). Surface runoff from <br />reclaimed areas will not come into contact with materials that would contribute to elevated levels <br />of acid or toxic constituents in the runoff. <br />Topsoil handling procedures (Section 2.05.4(2)(d), Topsoil (Redistribution) and revegetation <br />methods (Section 2.05.4(2)(e), Revegetation) have been developed to prevent erosion and <br />minimize the additional contribution of sediment to runoff. Plans presented in both sections include <br />the establishment of topsoil piles, temporary seeding of topsoil piles, disking, mulching, deep <br />ripping and prompt reseeding of reclaimed areas. <br />The Surface Water Control Plans developed for New Horizon 2 mining area include temporary <br />diversions designed according to accepted engineering design criteria.
