Incorporation of a new tree and shrub planting plan. Working with the Colorado Division of Forestry,
Henderson has been developing a forest management plan for the mill property over the past several years.
There has been substantial beetle kill on the public land surrounding Henderson property, and Henderson
has done considerable logging in an effort to prevent beetles from entering their land. There has also been a
logging program underway in the tailing basin to facilitate topsoil salvage in advance of the rising pond
elevation. With the information Henderson has collected, and the advice they have received, they believe
that they can present acost-effective plan that will fit with the selected post mining land use of rangeland.
Henderson will not request elimination of tree and shmb planting requirements.
Change in the post mining land use for the Henderson Mine to industrial/commerciah I provided document
to Ms. Beierle describing the type of information that would be required to allow approval of
industrial/commercial land use allowing certain of [he mine buildings and facilities to remain in the post
mining landscape.
Change in the post mining land use on portions of the tailing basin to allow for the development of wetlands
and free water ponds as a component of the reclamation plan. Although Henderson intends to request this
change in the pending amendment, the plan provided would of necessity be conceptual, with the detailed
design of wetlands and ponds to be provided as a subsequent technica( revision. Until the detailed plans are
submitted and approved, the wetlands and ponds will be considered an alternate conditionally approved plan
for the purpose of bonding, and the amount of bond will continue to be based upon [he dry reclamation
currently approved.
In addition to the discussion of the pending amendment submittal, the technical revision TR-l2 currently under
consideration was also discussed. I provided Ms. Beierle with the following fertilization recommendation for
incorporation into TR-] 2 if Henderson so chooses:
Actual fertilization at [he time of reclamation to be based on the results of soil tests. The assumption for
[he purpose of bonding will be 1000 pounds per acre 18-46-0 over [he entire acreage to be seeded, [hen
two subsequent applications over 50 percent of the acreage using 18-46-0 at 500 pounds per acre.
Further, I explained that the fertilization procedures upon which the Division's 2002 reclamation cost estimate
were based could be found in Exhibit L to amendment AM-0] (AKA the 1980 amendment).
