'r <br />ci -: ~ <br />COLORADO IdESTMORELAND iNC, <br />COLORADO MINED LAND RECLAMATION BOARD CERTIFICATION <br />• <br />n <br />U <br />ORCHARD VALLEY NEST MINE HAUL ROAD <br />PROFESSIONAL OIIALIFICATIONS <br />Matthew S, Sakurada graduated from Colorado State university with a Pachelor of <br />Science-Civil Enyineeriny in 1974, He also graduated from the university of <br />Colorado with a Master of Engineering degree in 197g, He has heen a profession- <br />al enyineer in the State of Colorado Since lQ7A, He has experience and knowl= <br />edge in the design and construction of dams, drainage control , hydrology, and <br />structures, He is also experienced in permitting of coal mine facilities and <br />permit compliance, <br />RULE REUlI1RIN6 CERTTFICATION <br />This certification is required by Rule 4,03,1(1) of the Regulations of the Col- <br />orado Mined Land Reclamation Roard for Coal Mining, <br />SUBJECT OF CERTIFICATION <br />This certification is for the Orchard Valley blest Mine haul road, <br />The design of the haul road was completed by Ronald Rish, P,E„ and fraeme D+a- <br />jor, P, E. Calculations were completed by fraeme Major on the stahility of the <br />road after completion as required by CMLRD rules, The surfacing requirements <br />were completed by Ronald Rish, <br />ACTIONS TAKEN Tfl PREPARE CERTIFICATION <br />Laboratory tests were taken to classify soils in the area, evaluate stahility, <br />and to complete Proctor tests for compaction purposes, <br />Fieltl on-site inspections were completed daily from November 13, 19P6, through <br />January 1, 19P7. Compaction, culvert installation, and other field construction <br />was inspected and docutiented, <br />The construction followed the docUnents suhmitted in permit application IFC.-R3- <br />038 to the Colorado Mined Land Reclamation Division and the Rureau of Land Man- <br />ayement right-of-v,ay docunent 4C-42656. <br />Matthew S. Sakurada consulted with Ronald Rish, P, E., Michal Bukovansky, and <br />(;raeme Major, P. E, nn various aspects of the road construction, <br />PROFESSIONAL ONSERVAT[ONS AND CONCLUSIONS <br />Compaction of the haul road was checked with a nuclear density gauge, Appropri- <br />• ate records of these tests are open for inspection, The horizontal and vertical <br />al iyrmen[ of the road was checked by Jesse Messenger, PLS. <br />The location of culverts, guard rail , and other structures was set by ('blI per- <br />sonnel, <br />
