.,.
ADDITIONAL TOPSOIL STOCKPILES
• Colowyo is in the process of finalizing the plans for removal
of topsoil for the West Pit development. As such, it has become
necessary to add two additional topsoil stockpiles #15L and #15M.
These two stockpile locations are shown on the attached Permit
Map 28 Topsoil Handling, Map 36 Bond Calculation Map - Regraded
Topography - South Sheet and TR 28, Topsoil Piles and Drill Access
Roads.
In addition, we have included with this revision a bond
calculation add-on summary providing additional revegetation costs
associated with the two stockpiles areas.
ADDITIONAL DEVELOPMENT DRILLING
As you will recall, on March 18, 1994, Colowyo submitted MR 27
providing for West Pit Development Drilling. In that drilling
proposal, thirteen wells will be drilled within the current 5-year
permit term area and would be covered by the provisions of the West
Pit bond.
Today's proposal provides for the development drilling of
three additional development holes outside of the West Pit
disturbance 5-year permit boundary. The three holes, identified as
• 4-94-1, 4-94-7 and 4-94-8 are shown on Maps 35, 36 and TR-28
Topsoil Piles and Drill Access Roads.
The attached bond calculation add-on also provides a
calculation for the revegetation of the three drill holes. The
inclusion of this $11,334.76 bond amount for TR-28 raises the
current total calculated liability to $17,876,557.76 leaving a
contingency of $488,665.24 to the $18,365,223.00 reclamation bond.
As we discussed, the information obtained from these 3 holes,
plus the other 13 West Pit holes is vital to finalize the initial
West Pit boxcut plans. If the drilling program indicates
sufficient coal resources in the vicinity of the 3 holes, we
anticipate another Technical Revision will be submitted to include
the appropriate mine plan changes. If the area associated with the
three drill holes will not otherwise be disturbed, reclamation of
these sites should proceed later this year.

-r(~ ag
S/ao/ 9~/
