Priming of the blasting agent shall be accomplished with cast primers. These primers will be <br />• detonated with either detonating cord or MS NONEL primadet down hole delays if required. A certified <br />blaster will determine the amount of explosive, decking, delays, and stemming required for each blast <br />hole. <br />Coal and parting drilling and blasting procedures are performed in the same manner as the overburden, <br />except the drill pattern may be slightly smaller, 8' x 8' to 15' x 18', due to the smaller thickness of <br />material to be blasted. More packaged products may also be used if increased moisture in the holes <br />exists. <br />To insure proper fragmentation, control or ground vibration, air shock, and flyrock, and to minimize <br />dust generation, various delay systems will be placed in the blast pattern. These systems include <br />noiseless trunkline primadet delays, MS surface connectors, Detaline connectors, and MS-LP NONEL <br />primadet down hole delays. <br />The certified blaster in charge of the blasting operation will ensure that access roads into the blasting <br />areas are physically barricaded or blocked, the entire blast area is checked for unauthorized persons of <br />livestock, and give instructions to sound the warning signal of an impending blast. After the shot has <br />• been tired, the all-clear signal will be given upon instructions from the blaster after the blast site have <br />been inspected for any potential hazards. <br />All drilling, loading, and blasting of drill holes will be performed in accordance with the Colorado State <br />Coal Mining Laws IAnicle 10, Section 2 and Article 11, Sections 1-121, Mine Safety and Health Act <br />130 CFR 77, 1300-77.13041, Federal Bureau of Alcohol, Tobacco and Firearms IBATFI, Internal <br />Revenue Service (Title 26, Part 181, Commerce in Explosivesl, and Seneca Coal Company (Seneca) <br />safety rules and regulations. <br />Blasting Limitations <br />Airblast. Electric blasting caps, noiseless NONEL detonating equipment, and various delay systems <br />will be utilized to control airblast effects. Airblast will not exceed the limits in Table 14-1 at the <br />location of any dwelling, public building, school, church, or community or institutional building, outside <br />the permit area unless such structures are owned by Seneca and are not leased to any other person. <br />If leased, the lessee may sign a waiver relieving the operator from the meeting the airblast limitation. <br />• <br />2 Revised 2102 <br />
