<br />The following is a list of permits and licenses which are required by federal, state,
<br />county and local governments in order to conduct the proposed mining activities.
<br />The applications for these permits and licenses may have been made, or the permits
<br />or licenses may currently be held, in the name of Colorado Westmoreland Inc.,
<br />Colorado Consolidated Coal Company (CWI's predecessor in interest),
<br />subcontractors to Colorado Westmoreland Inc., or Cyprus Orchard Valley Coal
<br />Corporation (Bowie Resource Limited's predecessor in interest):

<br />Land Management, 2850 Youngfield Street, Lakewood, Colorado 80215,
<br />to Colorado Westmoreland Inc., dated March 1, 1978 and modified

<br />2. Coal Lease #C-27432 from the U.S. Department of the Interior, Bureau of
<br />Land Management, to Colorado Westmoreland Inc., dated September 1,
<br />1979, and modified (addition of 160 acres), dated April 12, 1983.
<br />3. Coal Lease #D-036955 from the U.S. Department of the Interior, Bureau
<br />of Land Management, to Colorado Westmoreland Inc. assigned from the
<br />Gulf Oil Corporation, dated November 1, 1928, and readjusted on
