V. Antidegradation Review
As set out in The Basic Standards and Methodologies of Surface Water, Section 31.8(2)(b), an
antidegradation analysis is required except incases where the receiving water is designated as "Use
Protected." Note that "Use Protected" waters are waters "that the Commission has determined do
not warrant the special protection provided by the outstanding waters designation or the
antidegradation reviewprocess" as set out in Section 31.8(2)(b). The antidegradation section ofthe
regulation became effective in December 2000, and therefore antidegradation considerations are
applicable to this WQA development.
According to the Classification and Numeric Standards for Lower Colorado River Basin, stream
segment COLCWR13a is Use Protected. Because the unnamed tributaries to Red Wash and Scullion
Gulch are designated as Use Protected, no antidegradation review is necessary in accordance with the
regulations for any assimilative capacities based on standards for segment 13a.
Segment 12 is Undesignated and thus an antidegradation review must be conducted to determine if
new or increased impacts occur. The ratio of the flow of the White River to the Blue Mountain
