~ ... ,~. iii iiiiiiiiiiiu iii ~
r ~~~°~`°A,ti _ STATE OF COLORADO
Roy Romer, Governor
.,
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTO N, Director
October 20, 1987
Mr, Stevan L. O'Brian
Environment, Inc.
9989 West 60th Avenue
Arvada, Colorado 80004
Re: Rocky Flats Pit, File No. M-87-113
Dear Mr, O'Brian:
i,
t ~,~; - y7
,~
-',;
The Division has completed its review of the Church Ranch Rocky Flats Pit
Mining Application. Enclosed, please find a number of adequacy comments which
should be satisfied prior to this matter being reviewed by the Mined land
Reclamation Board. In order to allow for an adequate review period, the
adequacy concerns should he resolved by November 6, 1987.
As we discussed on Thursday, October 15, 1987, the scheduled Roard date for
the Rocky Flats Pit has been continued until November 22, 1987.
(1 ). Exhibit C, Affected Lands, indicates that a 200 foot buffer exists
between the proposed mine site and the Church Pit (M-79-045). The
Division is assuming that this land is actually contained within the
Church Pit permit area. Please acknowledge if this assumption is
correct.
(2). Division records indicate that Lakewood Brick and Tile is the operator
of the Church Pit (M-79-045). Written concurrence from Lakewood Brick
and Tile regarding the proposal to merge the two sites will be necessary
prior to obtaining Division approval for this plan.
(3 ). Given the surficial alluvial/colluvial cover, a commitment to a 50 foot
excavation setback from the Church and McKay Ditches would he
appropriate. This amount of offset would help to minimize the potential
for pit inflows from these appropriated ditches.
(4), Although final regraded slopes of 2:1 are permissible, the Division has
found that revegetation of gentler slopes (3:1) has been considerable
more successful. The Division encourages operators to establish final
reclaimed slopes which do not exceed 3:1.
(5). It is unclear from the permit document who would mine the clay material,
should any be encountered at this site. The application form (line 5)
indicates that the applicant/operator will extract clay (if
encountered), while the permit document (page 7, fourth paragraph) seems
to indicate that a seperate operator would mine the clay material, and
assume reclamation liability for areas which have been mined for clay.
Please clarify.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 802032273 Tel.
