Kim Davis i ~II ~I~~I~~I~~~~I ~I~ <br />30856 Rocky Rond Greeley, CO 80631-9375 <br />(970) 353-0545 <br />March 14, 2000 <br />Mr. Bruce Humphries <br />Division of Minerals $ Geology <br />1313 Sherman Street, Room 215 <br />Denver,CO 80203 <br />Dear Mr. Humphries: <br />When the residents adjacent to the now conditionally permitted Riverview Resources Regular 112 Construction <br />Material Operation (File Number M-1999-098) became aware of Camas Colorado's open pit mining plans we, as <br />objectors, had little time to "came up to speed" with the permitting process and regulations. However, this task <br />was made less cumbersome by several of the DMG personnel. I wish to thank the DMG and those people that <br />extended their expertise, attentiveness and kindness during the process. <br />I had several occasions to talk with you, Carl Mount and Christina Kamnikar. All questions were answered succinctly <br />and with great clarity. The assistance provided was invaluable. I have, over the past 14 years as a regulatory <br />consultant, considerable experience dealing with governmental entities on the state and Federal levels. In those 14 <br />years I have never encountered the professionalism and attention to regulatory issues exhibited by the DMG. To <br />say the least, it was most unexpected and refreshing. <br />After my last conversation with Ms. Kamnikar, the decision was made to disband the local citizens' group, F.R.A.M. <br />While our objections still stand, we have no concern that the state, primarily because of Ms. Kamnikar, will not <br />diligently enforce the regulations within their jurisdiction. This provides a level of comfort that allows us to <br />withdraw our party status, effective immediately. <br />The experience with the DMG, particularly Ms. Kamnikar, has been one of the few positive aspects of this entire <br />ordeal. We thank Ms. Kamnikar for her overall professionalism, individual attention to detail, timely responses and <br />firm grasp of the regulations. In addition, we thank Mr. Mount for his assistance and supervising as staff of such <br />caliber.
