CUMULATIVE ADVERSE IMPACTS <br />The cumulative adverse impacts of the requested rights-of-way would be <br />minimal as an existing road is being improved rather than constructing <br />a new road, a telephone line is being installed beneath the road, and <br />an existing powerline is being extended, Loss of vegetation, wildlife <br />habitat, and impacts to air quality and visual resources would be miti- <br />gated by revegetating, keeping powerlines low profile where possible, <br />gray-green coloration of any poles on the ridge, watering the roads, <br />and posting speed limit and wildlife crossing signs. <br />VI, SHORT TERM vs. LONG TERM PRODUCTIVITY <br />CWI's access/haul road would be utilized in the short term (approxi- <br />mately 2 years) for coal haulage, After this time coal truck traffic <br />should cease on this road, As the road would be open to public traffic <br />to the existing "Blouch Road" and would remain following reclamation of <br />the Orchard Valley West Mine site, the improved portion of the road <br />would provide a better access to portions of public lands, <br /> <br />
