<br />ORCHARD VALLEY WEST MINE ACCESS ROAD
<br />This right-of-way application is for an access road leading from the Steven's
<br />Gulch Road to a proposed Orchard Valley West Mine site, The alignment is as
<br />shown on the attached maps and typically follows an existing road,
<br />The road will be constructed using conventional earth work techniques and equip-
<br />ment (dozers, loaders, scrapers, graders, etc,), Culverts would be installed as
<br />shown on the design drawing, Ditches would also he constructed where necessary,
<br />Guard rails and signs would be installed to comply with safety regulations, The
<br />road would be surfaced with gravel as required for the anticipated volume and
<br />weight of traffic,
<br />The proposed road R,O,W, is approximately 2,900 ft, long, in some places, the
<br />cut and fill slopes will take up an area of 125 feet from the centerline, In
<br />the vast majority of the area, a right-of-way 50 foot from the centerline is
<br />necessary, Where safety considerations dictate, shoulders would be con-
<br />structed,
<br />f,W1 currently projects the need of a 25 year right-of-way term, if the coal re-
<br />serve has not been exhausted, additional time would be necessary,
<br />The road would be utilized approximately 250 days per year, The use would be 5
<br />days per week and 16 hours per day, It is anticipated that coal haulage from
<br />this area would last approximately two years, After two years, the coal han-
<br />dling would not be necessary because of future construction at the Orchard Val-
<br />ley Mine which would directly utilize the existing facilities,
<br />It is projected that approximately 600,000 tons per year would be mined in the
<br />interim basis, The coal production could conceivably reach 1,200,000 tons per
<br />year but this is not anticipated due to current marketing constraints, At
<br />600,000 tons per year, AS truck trips per day can he expected. These are one-
<br />way trips, At 1,200,000 tons, approximately 170 trips would be necessary, The
<br />trucks would haul run-of-mine coal back to the existing.Orchard Valley Mine fa-
<br />cilities and from there CWI would use the existing transportation system to haul
<br />to the existing storage and loadout area,
<br />1t is anticipated that construction would last approximately one month, Because
<br />of time constraints, f,Wl anticipates construction would be completed on a 24
<br />hours per day basis. Construction would require surveying, pioneer road con-
<br />struction, cut and fill construction, culvert placement and gravel surfacing,
<br />With few permitting delays, construction could hegin on November ]4, 1986,
<br />It is anticipated that temporary work areas needed for construction would be lo-
<br />cated on the road right-of-way. If a large lay down/construction area was re-
<br />quired, it would be located on CWI property,
