<br />4.03 ROADS <br />4.03.1 Haul Roads <br />Because the Sunbelt Portals are existing and the mine is an underground <br />operation, no haul road construction will be necessary. Initially, coal <br />will be conveyed from the mine to a truck load-out bin shown on the <br />Drainage & Sediment Control Plan Map (Map 6). Highway type trucks will <br />then haul the coal. From a practical standpoint, given the size of the <br />operation, any highway trucks used to haul coal from the load-out will <br />utilize only a small area off the existing County Road 120. <br />The highway truck load-out area will be utilized and maintained to <br />control or minimize erosion, siltation, air and water pollution, and <br />damage to private or public property. The load-out area for the Sunbelt <br />Portals is shown on the Drainage & Sediment Control Plan Map (Map 6). <br />• Sunbelt will maintain this load-out area along with the access road to <br />the Portals throughout the life of the mine with repairs including <br />blading, filling of potholes, and replacement of road surface material <br />as necessary. Likewise, watering for dust control will be implemented <br />as necessary. <br />4.03.2 Access Roads <br /> <br />As discussed in Section 4.03.1, Haul Roads, Sunbelt will utilize an area <br />next to the county road as the main load-out point. Aside from this <br />area, an access road exists to connect the actual portal area with the <br />load-out facilities and County Road 120. The location of the access <br />road is shown on the Drainage & Sediment Control Plan Map (Map 6). The <br />access road will be utilized and maintained to control or minimize <br />erosion, siltation, air and water pollution, and damage to public or <br />private property. <br />4.03-1 <br />
