Exhibit C-3 is supplemental to the MMRR <br />Quarry application, as exhibits provided with previous submittals have provided <br />all information required by law for consideration of a Reclamation Permit. In this <br />case, Exhibit C-3 is submitted to clarify the relative position of an existing access <br />drive that has served as a reference point for analysis in the field; Exhibit C-3 <br />presents the location of the proposed access point in relation to the existing <br />driveway and also depicts recently constructed facilities on the property of the <br />Black Hawk/Central City Sanitation District (BHCCSD). <br />Construction Materials Rules 6.4.3(a) and 6.4.3(g) require an applicant to provide <br />a map exhibit that locates buildings and other permanent man-made structures <br />within 200 feet of the affected area. The BHCCSD property, across State <br />Highway 119 from the proposed M-2004-067 permit area, was under <br />construction at the time of initial application and has remained under construction <br />during the course of this review (several temporary structures remain on the site <br />as construction continues). The final location and actual existence of nearby <br />permanent man-made structures has been established since the time of initial <br />application. <br />Our detailed investigation on behalf of the Applicant shows the closest BHCCSD- <br />owned permanent man-made structure to be 232 feet from the nearest corner of <br />the affected land at the proposed MMRR Quarry access road. The enclosed <br />Exhibit C-3 was verified using aerial photography and approved plans for the <br />treatment plant maintained in the records of Gilpin County, Note that no <br />
