19
An additional statcrt~ent nf.eds to be made regarciins the possibility oS
subsurface remains in the project areas. No Western Slope Carbon impact areas
appear to have a sufficiently high probability of subsurface remains to warrant
surveillance of disturbance. Ho4iever, the discovery of prehistoric Locality
#1 in an eroding feature o° the North Fork floodplain renders the area archaeological-
ly suspect. The debris of the Oliver area appears to be confined to the ground surer
face, and this investigator does not anticipate the discovery of an historic archaeo-
logical camponent through demolition of the Oliver Power Plant. However, it is
recommended, in the event of discovery of potentially historic or prehistoric sub-
surface cultural remains during ground disturbing activities, that Western Slope
Carbon notify the Bureau of Lard L:anagement District Archaeologist immediately,
and that disturbance be discontin.:ed until the nature ani extent of the deposits
can be determined. It is further reco^~mended that the Bureau of Land Management
consider requiring archaeological surveillance of arty future project involving
major floodplain modification so that some concrete statement of the probability
.f subsurface remains in the area can be formulated.
Inasmuch as no materials eligible for nomination to the Tlational Register
of Historic Places were discoverer- during project area investigations, and inasmuch
as the recommendations advanced a`.-ove will serve to avert adverse impact to recorded
and unrecorded cultural resources in project areas, it is reco:;ended that cultural
resource clearance, condit_onal u::on compliance with said reco~~endations, be
granted Western Slope Carbon Inco:-porated to proceed ti•rith the specified explora-
tion and development activities.
•
