• 2.05.3 <br />(6) Overburden <br />The proposed Bowie No. 2 Mine is an underground mine, not a surface <br />mine, therefore no overburden is removed, handled or stored. Material <br />generated from developing the underground workings is defined as coal <br />mine waste. Therefore, the discussion of coal mine waste in Section <br />2.D5.3(8) applies to all spoil generated during the mine development. <br />Construction of the loadout will generate excess material that must be <br />stockpiled until reclamation is initiated. This material is not overburden as <br />defined by Rule 1.04(83), therefore the requirements of Rule 4.09 do not <br />apply to this stockpile. Approximately 80,000 cubic yards will be placed in <br />the excess material stockpile. <br />(a) A surface blasting plan may be required for the construction of the mine <br />facilities. The blasting plan follows: <br />(a)(i) This surface blasting plan is intended to apply to the construction of the surface <br />• facilities and to isolated events when blasting is required to be performed on the <br />surface which is considered incident to underground mining activities. The blasting <br />requirements for the surface facilities construction will be conducted for the portal <br />face-up area, the development of the coal stockpile bench and the crushing and <br />screening benches and roads as required. Isolated basting events will typically be <br />limited to the excavation of rock to facilitate miscellaneous construction activities <br />and the demolition of concrete foundations and structures. <br />(a)(ii) The Operator will keep a record of each blast and such records will be retained for <br />at least 3 years and shall be available for inspection by the Division and by the <br />public on request. Each blast record will contain the following data: <br />(a)(ii)(1) <br />Name of the Operator; <br />(a)(ii)(2) <br />Location, date, and time of blast; <br />(a)(ii)(3) <br />• Name signature and license number of blaster-in-charge; <br />PR-O6 2.05 - 38 - 12J26/01 <br />/~PPRov~ <br />~/l5~o z <br />
