2.05.3
A discussion of the access and light use roads in the permit area follows:
An access road will be constructed from the portal bench to the utility bench
as shown on the Facilities Map 15-2. The road is a total of about 1600 feet
long with the maximum grade of 12%. This access road will provide access
to the water tank and substation and provide the necessary tie to the light
use roads during mining operations. This access road section will be
reclaimed.
Access roads to the utility corridor will be constructed as shown on the
Facilities Maps, 15-1, and 15-2. These short road sections will be
constructed at strategic locations from the main haul road to the utility
corridor. They will provide access to the utility corridor and will be used
during construction of the water pipe line and high voltage power line. These
access roads will be reclaimed.
An access road will be constructed south of the unit train loadout as shown
on Map 15-1, 15-3 and 15-4. This road is approximately 1,400 feet long with
a maximum grade of less than 1 % since it parallels the railroad grade.
• County roads will be utilized for ingress and egress to and from this access
road. The new access road will be reclaimed.
Access roads will be reclaimed in the following manner:
The roads will be closed to vehicular traffic. The natural drainage patterns
will be restored. Roadbeds will be ripped, plowed and scarified. Road
surfacing materials will be removed and disposed of in an appropriate
location. The area will be regraded to approximate original contour and
covered with topsoil and revegetated in accordance with section 2.05.4.
Light Use Roads
County road 4365 lane ends at the south side of the bridge over the Fire
Mountain Canal. A private road extends from the end of the County road to
Pond K. This light use road, including the county road segment, is
approximately 1,400 feet long with an average grade of % and a pitch grade
of 18%. The road will be used to access the batch weigh system and to
monitor pond K. The private road segment will be utilized to construct Pond
K. This existing light use road will not be reclaimed. Since this road is
preexisting, the location design and construction specifications listed under
Rule 4.03.3(2) & (3j do not apply.

PR-O6
2.05-24- 12101
/~ OPkoVED
~~/5/02
