EXHIBIT D <br />I <br />• MINING PLAN <br />NORTON GRAVEL PIT <br />LARIMER COUNTY, COLORADO <br />General <br />Material from the Horton Gravel Pit will be used for repair and maintenance of the <br />gravel portion of the County Road System in Northern Larimer County. An estimated <br />35,000 cubic yards of screened material would be used each year and estimated Life <br />of the pit in 40 to 45 years. <br />Mining operations, limited to excavation screening and stockpiling, will begin at <br />the east end of the property and move west. Topsoil and overburden will be removed <br />and stockpiled for use in the reclamation activities. <br />The area to be prepared for excavation should not exceed 2 acres at any time. Each <br />2-acre section will be excavated in accordance with the plan attached, material will <br />be screened and stockpiled for use as needed. Each section will be reclaimed prior <br />to beginning excavation in the next section. <br />Normal use would require excavation and screening operations for approximately 2 <br />months each year. Haul from the stockpile area would be year-round as needed. <br />Subsurface Soils Investigation <br />• The results of a subsurface soils investigation performed by Empire Labs is included <br />with this Exhibit. This report describes the nature, depth and thickness of material <br />to be mined. <br />The subsurface investigation did not indicate the presence of ground water at the <br />depths drilled. Therefore, Larimer County does not anticipate the need for dewatering <br />and discharge operations. <br />IIt1Il'fleS <br />Two existing utilities and an irrigation lateral cross the site. The REA power line <br />shown on the mining plan is to be moved within the next few weeks. Larimer County <br />has an agreement with REA regarding this relocation. <br />A petroleum pipeline crossing the site will not be relocated. Larimer County will <br />continue to work with the Sinclair Pipeline Company, Owner of the pipeline, to assure <br />protection of the line during the mining process. <br />The irrigation lateral serves land adjacent to the site. Larimer County has agreed <br />to clean the ditch as needed for removal of sand or gravel. <br />The access to the site will cross this ditch during all phases of mining. The <br />crossing has the approval of the owner of the ditch. <br />\J <br />
