M-89-116 <br />Dear Mr. Boyd: <br />REFER 70: <br />`pW R.9p0 <br />30~~ <br />O~ <br />OF ~ <br />I have reviewed the permit application for this mining operation and feel it adequately <br />addresses virtually all of our concerns. <br />n <br />My one area of comment deals with the reclamation plan and the proposal not to do any <br />mulching. The reclamation plan details that generally slopes will be 2:1 and no <br />greater than 1.75:1. This is a fairly steep grade and as the application says there <br />is very little topsoil in the area. Underlying the topsoil will be layers of de- <br />composed gra'hite. I have found such material highly erodible. <br />I feel the reclamation plan should call for mulching the topsoil. Mulching would <br />help increase the moisture holding capability of the soil and would facilitate the <br />establishment of the grasses which are suggested in the application. It would help <br />hold the topsoil in place until vegetation is re-established. I suggest a low cost <br />mulch of straw/hay disked into the topsoil. <br />When the mine area is revegetated in the native grasses as proposed the resulting <br />meadow areas will be of value for elk as forage areas- I feel mulching will acceler- <br />ate the rate of recovery and avoid the possibility of cavernous arroyo's resulting <br />from erosion. <br />Sincerely, <br />/-~ Jerry A.
