The operator shall not emit or cause to be emitted from any source <br />of fugitive dust whatsoever, any particulatc~inatter 4rhich, at or <br />from the source of said emission, is of such a shade or density on <br />the property of emission origination so as to obscure an observer's <br />vision to a degree in excess of 20`/ opacit,~, or is visibly trar~sported <br />off the property of emission origination and remains visible to an <br />observer positioned off said property 1•ri~en siyhtir~g along a line ~~hich <br />does not cross the property of emission origination. <br />2. Dust from haul roads on the site must be controlled by tvaterinr~ or <br />by application of a resinous adhesive. <br />3. Speed of vehicles on site shall be restricted to 30 m.p.h. <br />4. The operator shall prevent the deposit of dirt and mud on improved <br />Streets and roads. <br />5.
